I am not sure if there is any AICTE approved institute offering part time ME programme. Few colleges offers lectures within flexible times for working professionals. You can get more info from institute like TKIET Warna nagar which is nearer to Kolhapur.
Since you are a fresher you should think to do it full time will likely improve the future job prospects.
if you are not interested in full time ME then you can also go for courses offered by CDAC or other professional courses like embedded technology etc.

few colleges offer lectures as per convenience of working students.
so its possible to have parallel ME while doing the job.But you need to check the college offering PG programme nearby where you are working.
You cam also have an option to do first year full time & do the project work at the place you are working(of course if allowed by project guide.)

It depends on your interest and which option you think have basically covered in your Graduation. If basics are covered in graduation then one may be more comfortable for PG course.
Till, I think students from E&Tc can think for VLSI design & embedded technology.

I don’t see any problem in either specialization in case if electrical engineering…you can prefer based on your interests and subjects studied at Graduation levels..Till you can prefer to have specializations in power systems or control systems.Power systems deals with the aspects related to power generation while control system deals with different control systems like DCS, PLCs and other recent control techniques …have also industrial scope.
